Five transition gates
Each gate needs named acceptance criteria, objective evidence and an accountable owner representative.
- Gate 1: design risk and operational intent
- Gate 2: construction completion and defect control
- Gate 3: commissioning isolation and energization readiness
- Gate 4: people, procedures, emergency and maintenance readiness
- Gate 5: operational acceptance and residual-risk ownership
No-go conditions
Do not accept schedule pressure as evidence of readiness. Open fatal-risk controls, unclear ownership, incomplete emergency capability or unverified energization boundaries require escalation before transition.
